كما تجاهلت الورقة أيضا عددا من القضايا الأساسية والهامة منها على سبيل المثال لا الحصر الوحدة اليمنية ، واحترام سيادة اليمن واستقلال قراره بعيداً عن الوصاية الخارجية ، وانسحاب القوات الأجنبية ، وكذلك التصدي لخطر القاعدة وداعش بينما تبنت اتهامات باطلة ومخاطر غير واقعية حسب توجهات طرف العدوان ، كما تجاهلت رفع اليمن من تحت الفصل السابع ، وإلغاء العقوبات ، وإعادة الأعمار والتعويضات ، وقضية الأسرى والمفقودين والموضوعين تحت الإقامة الجبرية ، بالإضافة إلى بعض مرجعيات العملية السياسية الانتقالية المتوافق عليها كدستور الجمهورية اليمنية واتفاق السلم والشراكة التي شأنها شأن مخرجات الحوار الوطني المتوافق عليها ، ومبدأ التوافق وعدم ذكره في الكثير من القضايا التي تتطلب التوافق.
